Summary: Ali Houmed Aboubaker is a distinguished economist and financial expert with over 15 years of experience in economic development, investment analysis, and strategic reforms. He has held key leadership roles in Djibouti’s economic and financial institutions, contributing to major reforms aimed at improving the business environment and attracting investments.
Background: Holds a Master’s degree in Economics and International Policy and a Master’s degree in International Economics and Strategy from the University Pierre Mendès France, Grenoble II, France.
Professional Experience: Began his career at the Central Bank of Djibouti in 2009, then held senior positions at the National Agency for Investment Promotion (ANPI) and within the Ministry of Investment. He has led structural reforms, managed investment projects, and promoted the development of special economic zones. In 2020, he became Director of Monitoring and Evaluation at the General Directorate of Public-Private Partnerships before being appointed in 2022 as Secretary-General of the State Secretariat for Investment and Private Sector Development.
Expertise: Investment promotion, business environment reforms, investment project monitoring and evaluation, special economic zones development, SME financing, legal and regulatory frameworks for investment and public-private partnerships.
Key Achievements: Contributed to drafting Djibouti’s Investment Code, establishing the Single Window for Foreign Trade, and developing national strategies for entrepreneurship and SMEs.
